Free Expression on Campus

As an institution of higher education, Rider University supports free speech and expression and peaceful assembly as important means of fostering learning and intellectual engagement while also ensuring a safe, respectful and non-discriminatory educational environment for all members of our Rider community – students, faculty and staff. This is articulated in Rider’s mission, the Rider PROMISE and the University’s Statement of Community Values.

Activism and Demonstrations

Activism can take many forms, such as demonstrations, protests, tabling or canvassing, as students, faculty and staff seek to have their voices heard regarding important issues and causes. We encourage students, faculty and staff to be thoughtful when planning activism. Student Affairs and Event Services/Scheduling are here to help.

When planning demonstrations or other forms of activism, students, faculty/staff and SGA recognized clubs and organizations should acquaint themselves with applicable University policies and protocols including the Student Event Management Policy, Posting Policy, Student Code of Social Conduct, Employee Handbook, and Anti-Harassment and Non-Discrimination (AHND) Policy. They should also consult with Student Affairs and Event Services/Scheduling in their planning. Where advance planning is not feasible, students, faculty/staff and SGA recognized clubs and organizations must still adhere to all applicable University policies and protocols.

While Rider University does not regulate the content of speech, it can require reasonable time, place and manner restrictions. Rider University administration reserves the right to limit, disallow or disband a demonstration which incites violent action or represents a danger to the campus community, or in cases where the demonstration disrupts classes or other University business; involves substantial disorder; results in damage or destruction to University property or signs, tables, exhibits or other items posted or displayed by others; or obstructs sidewalks or roadways which may inhibit access for emergency vehicles.

The unauthorized construction of tents, shelters or any other temporary structures on campus is expressly prohibited without written permission from the Office of the Vice President of University Operations, or his or her designee. Such actions will be construed as a disruption to the University’s learning environment and/or the University’s normal operations. The University reserves the right to remove such unauthorized structures.

Unauthorized use of rooms and/or designated spaces on campus without advance permission through the Office of the Vice President of University Operations is expressly prohibited. Hours of operation can be found online.

Respect for Others

As a community of educators and learners, Rider University is committed to fostering an environment dedicated to learning and mutual respect as reflected in the University’s mission, Statement of Community Values, Student Code of Social Conduct and Anti-Harassment and Non-Discrimination Policy.  Students, faculty, administrators and staff have the right to expect an environment that allows them to enjoy the full benefits of their work and learning experience. It is expected that demonstrations or protests are respectful of others and adhere to University policies and protocols.  

Guidelines for Ensuring a Productive Demonstration

Students, faculty/staff and SGA recognized clubs and organizations should work closely with Student Affairs and Event Services/Scheduling as per the Student Event Management Policy and Posting Policy in advance of the demonstration.  All requests to reserve space must be submitted online via 25Live at least two weeks in advance. Organizers will be asked to present a description of their event and outline of the walking route, if applicable. In the event that a student organization is sponsoring a demonstration, at least one executive board representative of the club or organization must be present throughout the demonstration and where applicable, an advisor.

The event description and route will be reviewed by Student Affairs, Event Services/Scheduling, and Public Safety for approval to address any potential safety issues and for organizers to establish safety and security procedures. Public Safety may be present at a demonstration, protest, or event to ensure the safety of all participants and provide a more immediate response in the event of an emergency or disruption. 

Organizers are strongly encouraged to inform attendees of their responsibility to adhere to the Student Code of Social Conduct, Employee Handbook, and Anti-Harassment and Non-Discrimination Policy at all times during the demonstration. Also, be aware that some participants may have physical challenges that require assistance. Student Accessibility and Support Services can provide advice on accommodating participants with disabilities or mobility challenges.

Counter Demonstrations

A protest, demonstration, or event on campus may invite another form of protest, including counter-protest which may share different messages. Those planning counter protests or events must abide by the same policies and protocols as those planning the original protest and are encouraged to work in advance with Student Affairs and Event Services/Scheduling where feasible. In the interest of community safety, the University may designate a separate protest area(s) for counter protestors.  

Space Reservation and Posting Policy

Rider utilizes the 25Live online scheduling program to manage all space on campus. All requests to reserve space must be submitted online via 25Live. All reservations must be processed through the Scheduling Office.
